Driving Restrictions: Mexico City

The Mexican government has issued motor vehicle operating restrictions in Mexico City which will be enforced from April 4 – June 30, 2016. The term of this policy may be extended following government review. The restrictions apply to ALL vehicles i.e., trucks, taxis, personal autos, etc. The purpose of the operating restrictions is to reduce pollution. The government estimates that this policy will remove one million vehicles from operating daily.

Global Ban on the Inclusion of Hoverboards in Household Goods Shipments

Effective immediately, hoverboards are banned from inclusion in ALL domestic and international household goods shipments. Arpin implemented this policy following numerous reports of the devices spontaneously erupting into flames. Between December of last year and February 2016, more than 50 hoverboard-related fires have been reported in the U.S., causing an estimated $2 million worth of damage*.

United States Continues to Ban Air Shipments from Egypt

Amidst continued national security concerns, the United States has decided to continue its ban on air cargo shipments entering the country from Egypt following the crash of Metrojet Flight 9268. The downing of the flight, originally bound for Russia in October 2015, was found to be the result of a terrorist act.

Strike At Port Of Lisbon, Portugal

Arpin International Group has learned that a strike by workers at the Port of Lisbon, Portugal is causing significant delays for inbound and outbound household goods shipments. The strike, which began on November 14, is expected to continue through December 31, 2015.

Shanghai Customs – New Process

July 03, 2015

Due to an overwhelming volume of export customs applications during July 2015, Shanghai Customs has announced a large backlog of shipments as well as a full Customs-bonded warehouse.
With that, effective immediately, it has issued a new process for export customs clearance, which in fact, may cause serious inconveniences and even costs to transferees and their sponsor companies.  For the moment, this process pertains to Full Container Load (FCL) and has not yet been implemented for smaller Less than Container Load (LCL) shipments.  And till now, no changes to Air shipment export requirements.

European Games

June 09, 2015

The first European Games will be held in Baku, Azerbaijan in June 2015. In an effort to reduce traffic and allow for the safe movement of athletes and fans, the host city will be restricting freight traffic from entering Baku city June 1 – 30. Since the games will take place during the height of the peak moving season, the expectation is that there will be delays associated with any shipments inbound and outbound from Azerbaijan during this time.

Container Backlog Causes Delays in Philippines

In January 2014, we first informed you of service delays of 10-12 days being experienced at the Ports of Cebu and Manila, located in the Philippines, due to typhoon Haiyan and the subsequent influx of humanitarian aid, and a change in customs’ operations. Soon thereafter, the Manila Traffic and Parking Bureau (MTBP) implemented a daytime trucking ban in Manila that led to a strike by trucking companies.

Driver Strike Causing Major Delays at Ports along the West Coast of the USA

Arpin International Group has learned that a strike by truck drivers from three major drayage firms is causing major delays at the ports of Los Angeles and Long Beach, USA. The strike, which began on Monday, July 07, 2014, has no definitive end date and drivers are vowing to strike until their demands are met.

The strike is adding to an unusually heavy backlog at the ports due to seasonal volume increases, chassis ownership changes, and equipment failures. As a consequence, additional port storage and demurrage charges for import and export containers may occur. Also, an additional levy may be applied by shipping lines to compensate for waiting time and lost revenue.

Service Interruption Alert: Commercial Cargo Delays in Mumbai, India

The Mumbai International Airport (MIAL) is currently experiencing a backlog of export cargo due to freight shipments being diverted from the Jawaharlal Nehru Port. The matter was magnified when customs clearing agents and workers stopped operations for approximately five hours on Saturday, April 5, 2014 to protest against the airports inability to clear the backlog.

Customers with export shipments should prepare for some major delays as well as additional airport storage.

Egypt Bans The Import of Motorcycles

Effective immediately, Egypt's government imposed a one-year imports' ban on motorcycles and the three-wheeled unlicensed taxi known as tuk-tuks, along with their manufacturing components. 

With this measure, the Egyptian government hopes to address the significant amount of unlicensed motorcycles currently circulating in the country.

Japan Implements New Air Freight Export Procedure

March 19, 2014

Effective April 1, 2014, all cargo being exported from Japan via air cargo will be subject to a mandatory inspection. Previously, this procedure was only applicable to shipments destined to the United States. Inspections will be focused on eliminating any explosive or flammable contents on air freight shipments.

Consequently, each AWB/shipment will now be charged an additional flat fee ranging from 500 to 1,000 Japanese Yen (equal to approximately $5.00 to $10.00 USD per shipment).

Netherlands Hosting Nuclear Security Summit

The Netherlands will be hosting world leaders and thousands of delegates and journalists at the Nuclear Security Summit (NSS) being held November 24 – 25, 2014. To ensure the safety of attendees and the public, the country has implemented a number of increased security measures and traffic restrictions.

Travelers are being advised to avoid the areas of The Hague and Rotterdam, as severe delays are expected. Additional areas to be avoided include Haarlemmermeer, Wassenaar, Leiden, Katwijk, Noordwijk, and the ‘Bollenstreek.’ Increased police presence and altered traffic patterns are also expected.

Myanmar Customs Changes

March 03, 2014

New changes implemented by Myanmar Customs may affect the import of used household goods into the country when sent by sea. The new regulations will provide for shipments to be cleared through customs and classified under “temporary import” status for one (1) year. Following one year, the shipment will become classified as “permanent import,” requiring the payment of duties and taxes at an estimated 10% of the declared value of the household goods. Current import limitations relative to quantities, documentation, and customs formalities remain unchanged.

Service Interruption Alert: A Strike by Philippines’ Trucking Companies Causes Delays in Manila

Due to the recent strike by trucking companies, the Port of Manila, Philippines is currently experiencing delays in releasing containers. The strike began on 24 February 2014 and there is currently no resolution in sight.

Customers with import or export shipments should prepare for some major delays as well as additional port storage, demurrage, and various other charges.

Brazil – 2014 Carnival

Multiple cities in Brazil will be celebrating Carnival from 28 February through 4 March 2014.  This celebration is the biggest festival in the world with two million people per day on the streets to view or participate in the singing and dancing.  With many businesses closed during this period, delays are expected for inbound and outbound shipments.

Rest assured that Arpin International Group has planned accordingly and will minimize, to the best of their ability, any inconvenience to relocating families.  

Service Interruption Alert: A Strike by Gabon Customs has resulted in major delays

An ongoing strike by customs officials in Gabon, Africa, has resulted in major delays in the import and export of shipments from the country. The strike, which began 19 February 2014, has suspended all customs operations and it is unclear when normal business activities will resume.

Customers with import or export shipments should prepare for some major delays as well as additional port storage, demurrage, and various other charges.

In a related update, a recent regulation change on 5 February 2014 has made it illegal to import a vehicle into Gabon that is older than three (3) years.
