New Shanghai Customs Requirements for Export of HHGsAugust 31, 2012
Beginning 3 September 2012, new Shanghai Customs regulations require that all LCL export shipments of household goods be transferred to a new customs bonded facility in Shanghai following customs clearance. Once there, shipments will be loaded into the export containers and sealed by customs officials. Consequently, LCL household goods shipments scheduled for export are expected to incur additional bonded storage and line haul charges; however, the amount of the additional charges remains unclear at this time.
The impending implementation of the new requirements has made it very challenging to secure LCL freight space with the majority of the NVOCC forwarders in Shanghai as most are not willing to take on the shipments due to additional handling and security reasons. Therefore, at this time, it appears that FCL shipments may be the only option for household goods export out of Shanghai.
